To go from a short time to a long one is to go from a horizon where the shores to be reached are discernible on a horizon where the shores are unknown. This unknowing is not so much linked to the evolution of the environment and to the extent of its characteristic magnitudes as to the behavior of the actors and stakeholders of the organization. Foresight in a time that exceeds the human life of current actors is therefore an unrealistic exercise. But, this exercise makes it possible to free oneself from the presuppositions which, usually, constrain the actions of the actors. The important thing is no longer, then, the achievement of the objective, but the possibility of disengaging from constraints considered to be beyond one’s reach. If we move away from classical mechanical vision, where the outcome of any process can be perfectly planned in advance, and if we venture into a more quantum vision where there always remains a part of indeterminacy, the central question of the governance of organizations becomes the search for institutions, norms, processes that allow the transformation of uncertainty into an opportunity for the search for a common good that is partly indefinable ex ante.
Passer d’un temps court à un temps long, c’est passer d’un horizon où les rivages à atteindre sont discernables à un horizon où les rivages sont inconnus. Cette inconnaissance n’est pas tant liée à l’évolution de l’environnement et à la mesure de ses grandeurs caractéristiques qu’aux comportements des acteurs et des parties prenantes de l’organisation. La prospective dans un temps qui dépasse la vie humaine des acteurs actuels est donc un exercice irréaliste. Mais, cet exercice permet de s’affranchir des présupposés qui, habituellement, contraignent les actions des acteurs. L’important n’est plus, alors, la réalisation de l’objectif, mais la possibilité de se dégager de contraintes jugées indépassables. Si l’on s’éloigne de la vision mécanique classique, où l’aboutissement de tout processus peut être parfaitement planifié à l’avance, et si l’on s’aventure dans une vision plus quantique où il subsiste toujours une part d’indétermination, la question centrale de la gouvernance des organisations devient la recherche des institutions, des normes, des processus qui permettent la transformation de l’incertitude en opportunité pour la recherche d’un bien commun en partie indéfinissable ex ante.
